Merge PDF and JPG into One PDF

Portals that say “upload one PDF” do not care that your ID is a JPG and your form is already a PDF. FlashKit’s Merge PDF tool now accepts both in one queue. Use the arrows (or drag the cards) to set page order, merge, and download one file. Images become A4 portrait pages with a modest margin. Processing stays in the tab. Encrypted PDFs are rejected.
Order the files, not the pixels
Put the photo first if page 1 must be the ID. Put it last if it is an annex. Use the arrows to set page order; drag still works if you prefer. Each card shows a first-page thumbnail after you add the file; expand a PDF to load the rest of its pages. Thumbnails do not run on first paint. WebP is not in this picker — export JPG or PNG from the camera roll first. A transparent PNG is drawn on a white page.
Merge PDF and JPG
Unlocked PDFs plus JPG/PNG. Use the arrows to set page order. Optional compress handoff after download.
Open Merge PDFStep-by-step
- Add the PDF and the photo. Two items minimum. A single PDF cannot “merge with itself.”
- Use the arrows (or drag the photo card) to the slot you want. Top of the list becomes page 1.
- Click Merge into one PDF. Open the download and check that the photo is the page you expected.
- If the combined file is still 8 MB and the portal wants 2 MB, follow the on-page link to the target-size PDF compressor. This merge page does not duplicate that search over DPI and quality.
When to use JPG to PDF instead
If every input is a photo, JPG to PDF is the tool labelled for that job (A4, Letter, or fit-to-image). Use Merge when you already have a PDF and need to splice a picture into it. Need fewer pages after the merge? Split PDF. Sideways scan in the packet? Rotate PDF first. The older comparison of merge vs split is here.
Frequently asked questions
Does the JPG stay as an attachment inside the PDF?
No. It is drawn as an A4 page. Recipients who cannot “open attachments inside a PDF” still see the photo as a page.
Can I merge two photos without a PDF?
Yes, if you add two or more JPG/PNG files. If you only have images, JPG to PDF is the simpler labelled tool. Use Merge when at least one file is already a PDF.
How do I get the result under 2 MB?
Merge first so you see the real size, then open the target-size PDF compressor from the handoff link. Merge does not recompress photos.
