JPG, PNG and HEIC to PDF

Turn JPG, PNG, WebP, or iPhone HEIC into one PDF. Auto page orientation, reorder, target size (100–500 KB). Local only.

New: Target Size Mode — Create PDFs under a specific size (e.g., 200 KB for government portals).

Images become PDF pages in this tab with pdf-lib. JPG, PNG, WebP, and iPhone HEIC/HEIF are accepted. Auto orientation gives landscape photos landscape pages. Nothing is uploaded to FlashKit. Close the tab to drop the files from memory.

This converter builds a PDF from photos and screenshots entirely in the current browser tab. FlashKit never receives the images. There is no conversion API and no “upload to cloud then download” hop. That is the point if the files are ID scans, receipts, whiteboard photos, or product shots you do not want sitting on someone else’s server. Drop JPG, PNG, WebP, or iPhone HEIC/HEIF. JPEG and PNG are embedded with pdf-lib. WebP is redrawn on a canvas first. HEIC is decoded in this tab only when you pick a HEIC file; if the browser cannot decode it, you get a clear error instead of a silent skip.

Add several files at once. The thumbnail grid is the page order: the first tile becomes page 1. Drag a tile or use Move left / Move right. Remove a file you added by mistake. A 25 MB warning appears when one image is huge because a phone tab can freeze — there is no server quota, only your device memory. Phone photos often carry EXIF orientation 6 or 8; this tool applies that tag so a portrait shot is not sideways on the page. This is not a photo editor: it does not crop, deskew, OCR, or strip GPS before embed (use the EXIF/GPS stripper first if location tags matter).

Three page sizes match the dropdown. A4 and Letter put each image on a standard sheet, centered, scaled to fit inside the margin without cropping. Auto orientation gives a landscape photo a landscape page and a portrait photo a portrait page. You can still force portrait or landscape for every page. Fit to image sizes the PDF page to the picture plus the chosen margin — useful for a long screenshot or a scan you do not want letterboxed. Margins are 0, 0.25″, 0.5″, or 0.75″ (0 / 18 / 36 / 54 points). Very large “fit” pages are capped at the PDF limit of 14,400 points so viewers do not reject the file. A4 is 210 × 297 mm (595.28 × 841.89 points).

Common jobs: a stack of phone receipts into one expense PDF; passport and visa pages for a travel folder; classroom worksheets photographed on a desk; product photos for a one-file brief. If you already have PDFs, Merge PDF concatenates them. If you started from Word, use Word to PDF instead of photographing the printout. After you have a PDF, Split, Rotate, Compress, or Add header & footer can finish the packet — none of those upload to FlashKit either.

Closing the tab revokes object URLs and drops the bytes from memory. We do not keep a history of files. Ads on the page are separate from pdf-lib. Compared with Smallpdf or ILovePDF image-to-PDF, the honest difference is architecture: they typically upload, convert on a server, and expire the file. This page embeds locally and tells you what it cannot store natively. Read the best-free-PDF-tools and FlashKit vs Smallpdf guides if you are choosing a converter for confidential photos.

How to convert images to PDF in the browser

  1. Add one or more JPG, PNG, WebP, or HEIC files. Processing stays in this tab. Nothing is uploaded to FlashKit.
  2. Drag the thumbnail grid or use Move left / Move right so the first image is page 1. Remove extras.
  3. Choose A4, Letter, or fit-to-image. Set Auto (per image), portrait, or landscape, and a margin.
  4. Click Create PDF. Download images.pdf and open it in a reader to check order, orientation, and crop.
  5. Change the queue for another packet. Closing the tab drops the files from memory.

Key Features

  • Client-side pdf-lib embed — no FlashKit upload
  • JPG, PNG, WebP, and iPhone HEIC/HEIF (decoder loads only if you pick HEIC)
  • Thumbnail grid with drag and Move left / Move right; Auto orientation
  • A4 / Letter / fit; EXIF from phone photos; 0–0.75″ margins; 25 MB warning
  • Pairs with PDF to JPG, merge, Word-to-PDF, and the compressor

What stays in the browser

  • Images are read and written with pdf-lib in this tab. Bytes are not posted to a FlashKit server.
  • Object URLs for previews are revoked when you remove a file or leave the page.
  • A closed or crashed tab drops the in-memory copy. Download before you leave.
  • Very large photos can exhaust RAM on a phone. Convert a few at a time on mobile.
  • Other FlashKit tools (SEO audit, social downloaders, Gemini captions) do use the network after a notice. Do not treat the whole site as never-sends-data.

Page size, orientation, and margin

  • A4 is 595.28 × 841.89 points (210 × 297 mm). Letter is 612 × 792. Landscape swaps width and height.
  • Auto orientation uses the image’s visual width and height after EXIF, so a wide photo gets a landscape A4 page.
  • Fit to image makes one page per picture sized to the pixels (plus margin), capped at 14,400 points.
  • Images are never stretched or cropped. They scale uniformly and sit centered in the content box.
  • A zero margin is fine for a full-bleed screenshot. Use 0.5″ when someone will print the PDF. Orientation is ignored for fit-to-image because the page already matches the photo.

Limits and related tools

  • Not OCR and not a scanner app. A crooked phone photo stays crooked, but EXIF rotation is applied so it is not sideways.
  • HEIC/HEIF from iPhone is decoded in this tab. If a file cannot be decoded, you see an error and can export JPG from Photos.
  • Going the other way — PDF pages to pictures — is PDF to JPG on this site.

Frequently Asked Questions

Can I make the whole PDF a specific size in KB?

Yes. Switch to Target Size mode and pick 100 KB, 200 KB, 300 KB, 500 KB, or 1 MB. One quality and size setting is applied across all images to fit the whole-file limit.

Does JPG to PDF upload my photos?

No. Images are embedded with pdf-lib in this tab. FlashKit does not receive the files. Close the tab to drop them from memory.

Which image formats work? Can I add iPhone HEIC?

JPG/JPEG and PNG embed directly. WebP is decoded on a canvas. HEIC/HEIF from iPhone is decoded in this tab when you pick the file. If a HEIC cannot be decoded, you get a clear error. TIFF and RAW are not supported.

Can I reorder pages after adding files?

Yes. Drag a thumbnail or use Move left / Move right. The first image in the grid is page 1 of the PDF.

How do I get JPG to PDF in A4 size without cropping?

Choose A4 and Auto (or portrait/landscape). Each photo is scaled uniformly to fit inside the margin — nothing is cropped. Fit to image instead sizes the page to the photo if you do not need a standard sheet.

Is there a file-count or size limit?

There is no server quota. Files over about 25 MB warn that a phone may freeze. Convert in smaller batches on mobile. Use Target Size mode (100–500 KB or 1 MB) to cap the whole PDF.
